Publisher 4.23 Does Not Un-Install

I recently installed Publisher 4.60 on my Laptop running Microsoft XP Home Edition before un-installing Publisher 4.23.

When I attempted to un-install Publisher 4.23 from Control Panel "Add or Remove Programs" - the system un-installer wanted to install the progran.

After two (2) unsuccesful attempts - Publisher 4.23 is no longer listed, however, Publisher 4.23 is still on the system and launches.

When I open Microsost Window Cleaner - Publisher is not listed.

I ran RegCure which did not solve the problem.

When I launch Publisher 4.23 and open an old file, the system responds:

Can't Read/Write File \Publisher4\userdict\spus.clm.

After bypassing the message a few times - the old document opens.

QUESTION:

How can I remove Publisher 4.23?
